Ms. Carrie J. Marshall is a Founder and CEO of Hope Mental Wellness Advocacy, a Nonprofit organization providing services and resources for individuals experiencing mental illness, literacy deficiency, and homelessness.

Over twelve years, in Balch Springs, Texas, citizens elected her as Mayor, City Council Member – Single Member District #6, and Dallas County Water Control and Improvement District No. 6 Board of Directors (Treasurer). While serving on the Board of Directors, she spoke in Texas Senate Committee on Senate Bill #1635, consolidating Dallas County Water Control and Improvement District No. 6  with the City of Balch Springs as a Water Department. The Texas State Senate in 2018 honored her with an Excellence in Service Award.

She is a former Blue Cross Blue Shield of Texas employee and a retiree of Blue Cross and Blue Shield of South Carolina, working with Medicare and Medicaid.

Ms. Marshall’s community service includes her participation on St. Luke “Community UMC, Dallas Mental Health Ministry, Best Southwest Partnership Health Committee serving Dallas County and parts of Ellis County, Southeast Alliance Advisory Board serving Mesquite, Balch Springs, Seagoville, and Sunnyvale, volunteer Opal J. Smith Food Pantry Family of Sharing Life and serve on Sharing Life, Mesquite Steering Committee, member NAMI Dallas Southern Sector and serve on Texas State Advocacy Network (NAMI Texas),

As a member of St. Luke “Community” UMC Dallas, she served on Missions to Africa, Brazil, Bahamas, Cuba, Puerto Rico, Hurricane Katrina –  Mississippi Gulf Coast, New Orleans for Hurricane Katrina Louisiana Gulf Coast, Galveston Hurricane Ike on the Texas Gulf Coast, and other local missions.

She studied Business Education at Southern University and Amberton University, Garland.
